Running events in the Covid-19 world

The rules have been relaxed and we are sort of back to normal, but with caution. We ask everyone to be sensible, still socially distance and respect the decision of anyone the still chooses to wear a face mask.

Additional Supplementary Regulations

Revision Date – 14th November 2022

Within the Rules and regulations regarding the running of events as laid down by both Motorsport UK and the Association of Land Rover Clubs (hereafter MUK & ALRC respectively), it is required that any rules specific to each event run by the Club be published. Rather than reproduce these Additional Supplementary Regulations repeatedly, they are included below for reference purposes.

The Southern Rover Owners’ Club Ltd. (hereafter SROC) and any co-promoting club mentioned in the event details will promote a Cross Country Vehicle event of the type and status shown. The Meeting will be held under the General regulations of MUK (incorporating the provisions of the International Sporting Code of the FIA) and these Supplementary Regulations including Part 2 thereof not withstanding any specific event SR’s where published.

The Event is open to all members of SROC and Competitive Clubs of the ALRC. Entrants must hold a valid ALRC Competitive Club membership card signed with the MUK endorsement. Membership Cards should be presented for inspection at signing on. The event will be subject to an MUK Permit. Only vehicles conforming to ALRC Regulations will be eligible. On occasion, we may invite non ALRC clubs. These will advertised as “open” events on the calendar and the regulations shown in italics will also apply to a non ALRC entry.

Location & Times of Events

The event will start at the venue and date as shown on Part 2 of these SR’s as published in Southern News and on our website. Any competitor not signed on by the required time will be excluded from the event.  The number of tests will be given at the drivers briefing.  Public roads will not be used to link sections except for Road Taxed Vehicle Trials where public roads may be used.

Awards & Classes

Awards will be presented where relevant classes qualify. 1st, 2nd & 3rd Awards will only be awarded if there are 3, 4 and 6 entries respectively in the class.  Classes may be amalgamated. The Novice Class is only open to members of SROC.  ALRC & non ALRC entries will be classed separately. Only SROC entries will be entitled to any perpetual SROC trophies that may be available at the event. Entries of Q class vehicles are not eligible for any awards.

Entry Details & Officials

Entries can be pre booked on-line or by post to the address shown on the entry form. Both are available on the SROC website. The booking list opens 30 days before the event and closes as detailed on the event entry form. There will be a maximum of 60 entries in the Event with a minimum of 6. There will be a maximum of 60 entries in a class with a minimum of 3. Should the maximum numbers be exceeded, places will be allocated on a first come first served basis. Should any of the minimum levels not be reached the organisers have the right to cancel the meeting or amalgamate the classes as required. The names of the officials will be declared at the event.

Part One

MUK General Regulations

These Regulations apply to all events not withstanding any specific event SR’s where published: –

G.10.1. – The Scrutineer(s) is deemed to be a Judge of Fact with regard to smoke & noise.

H.31.1.2(e) – a 2/3 refund will be allowed to competitors who withdraw their entry before the postal closure date.

H.32.1.9. – If the event is closed to club, the event is for vehicles of Rover manufacture only, Q class vehicles notwithstanding. For open events, non ALRC vehicles may only be entered by a non ALRC club member.

H.33.1.1. – Competitors: A valid SROC or other invited club membership card signed with the MUK endorsement to be shown at signing on. Passengers, except Tyro Trials: A valid SROC or other invited club membership card signed with the MUK endorsement to be shown at signing on.

H.35.1.5. – Provisional Results will be published as soon as possible after the event.  Normally provisional results are posted at the conclusion of the competitive part of the event and will be followed by prize giving.  Protests must be made in accordance with Section J – Judicial – of the General Regulations.

MUK Technical Regulations

These apply to all events not withstanding any specific event SR’s where published: –

Sections J & P of the General Regulations apply except –

P.56.7. – Canonica, Maxicross and other similar small blocked open tread tyres are prohibited in any event.

P.60.2.2. – Towing points need not be painted a contrasting colour but it is recommended.

P.60.4.1. – Non kinetic energy ropes are required for recovery purposes. Straps are not allowed. Metal shackles should be avoided, soft shackles are recommended wherever possible.

MUK Competitor Regulations

The Regulations that apply will be as above with the following amendments as shown below.

Junior Trial

P.45.2.1. – The first section may be an optional Prologue Section that will run for a maximum of half an hour and will score zero points for all competitors. The start and finish gates will be in close proximity and it may be attempted more than once.

Gymkhana

P.24.3.1. – Drivers aged 16 or over that do not have a current valid RTA licence for the vehicle may enter provided their passenger holds such a licence and is experienced in Cross Country Trials.

Only a crew member with an appropriate RTA licence may move a vehicle between sections.

Tyro Trial

P.44.1.1. – Drivers who are 13 or over but do not have a current valid RTA licence for the vehicle may compete providing their passenger holds such a licence and they are experienced in Cross Country Trials.

Only a crew member with an appropriate RTA licence may move a vehicle between sections.

Road Taxed Vehicle Trial

H.32.1.9. – Hard Tops, Truck Cabs, Tilts and Door Tops must be in place.  The rear flap only may be open on a Tilt. For Q Class entries the following ALRC Regulations apply:- A.4; B.3.2; B.11; B.18.2; B.19; E.1.1 or either an ALRC Log booked or FIA Roll cage; E.2.1; E.2.3; E.2.4; E.3.2; E.4.

P.2.7.5. and P.60.1.1. apply in that vehicles must be currently registered, must have current Vehicle Excise Duty (Road Tax) and be insured for use on the public highway. Vehicles cannot be entered on Trade Plates.

P.24.3.1 – Drivers who are 16 or over but do not have a current valid RTA licence for the vehicle may compete providing their passenger holds such a licence and they are experienced in Cross Country Trials.

Subject to written approval from the SROC committee, drivers aged 15 may compete in a road legal vehicle where they have finished four Tyro Trials in a road legal vehicle which have been recorded on a Competition Licence Upgrade Card (MUK Form UC12) and their passenger is both experienced in Cross Country Trials and holds a current RTA licence for the vehicle. Only a crew member with an appropriate RTA licence may move a vehicle between sections.

P.41.1.1. – The nominated driver may be accompanied by a different passenger on different sections or by no passenger.

P.41.1.3. – Where a vehicle is fitted with either a roll bar or where the vehicle is a road legal, mass produced, production vehicle retaining the original hardtop or truck cab and where the seat belts comply with a minimum of K.2.1.1, the minimum age of a passenger may be 12.

P.41.2.3. – Competition numbers must be displayed if provided by the organisers.

SROC1 – Novice drivers may take part using a fully compliant CCV. The driver and any passenger must wear a minimum of a 4 point safety belt with two shoulder straps and one abdominal strap. They will run after all other competing classes have completed the sections throughout the day and are not eligible for any awards. For these vehicles P.2.7.5. & P.60.1.1. do not apply (they need not be taxed or insured). They run at the Clerk of the Courses discretion.

Cross Country Vehicle Trial

H.32.1.9. – Q Class is not allowed.

P.5.5. – A minority of the sections may be timed.  The time allowed will be notified before the start of the section.  Timing will be by hand-held device.

P.24.3.1 – Drivers who are 16 or over but do not have a current valid RTA licence for the vehicle may compete providing their passenger holds such a licence and they are experienced in Cross Country Trials.

Only a crew member with an appropriate RTA licence may move a vehicle between sections.

P.41.1.1. – The nominated driver may be accompanied by a different passenger on different sections or by no passenger..

P.41.1.3. – The minimum age of a passenger is l4 years.

P.41.2.3. – Competition numbers must be displayed if provided by the organisers.

P.56.20.1. – Windscreens are not required.

Time Trials

Due to the nature of these events, specific event SR’s will be issued.

Competitive Safari

Due to the nature of these events, specific event SR’s will be issued.

Team Recovery

H.32.1.9. – Q Class is not allowed.

P.52.1.1. – A team will consist of two drivers and two vehicles only.

P.52.5.2. – A starting signal will be by a visual indication. Timing will be by hand held stopwatch or by electronic clock.

P.56.5.3. – The maximum time allowed for the course will be notified at drivers briefing.

P.52.6.2. – A penalty to be advised at drivers briefing will be added for each marker or boundary tape struck by vehicles, equipment or team members.

Point to Point

H.32.1.9. – Q Class is not allowed.

P.53.1.1. – Competitors will be advised, prior to the start of the event, whether the event will comprise

  • a set number of points to be visited in the shortest time; or
  • a set amount of time during which the maximum number of points are to be visited. In either case all of the team must cross the finish line.

P.53.2. – Competitors will be expected to seek and visit points, which may be hidden by the natural topography.  Competitors will be advised if the points are to be visited at random or in a set order prior to the start of the event.

P.53.2.2. – A point will comprise of a gate of poles through which the direction of entry will be clearly marked.

P.53.2.2. – Each point visited will be recorded by an Official on a Scorecard provided by the organisers.

P.53.2.3. – The starting signal will be by a visual indication.

P.53.2.4. – Timing will be by hand held stop watch or electronic clock.

P.53.2.5. – The maximum time allowed shall be specified before the start of the event.

P.53.2.6. – A team shall consist of two vehicles and two drivers.

P.53.3.1. – In addition to the nominated driver, vehicles may carry one passenger.
